Suspect should be captured with the assistance and approval of local sovereign state, questioned, and tried. Assassination should only be considered as a final result / option if sovereign state is hostile / uncooperative and the individual has thus been tried in absentia and found guilty given the evidence at hand, i.e. irrefutable proof that the suspect has committed, abetted terrorist acts against the United States or is currently planning an immanent attack. Sadly I don't see our country doing this because of the amount of time & resources it would take and the risk of warning the suspect if we approach the sovereign state and they disagree with us (see Pakistan...).
