Only if there is a legally binding agreement that requires the service to be delivered by a certain date, just like any other form of construction. If the date is missed, the public should be entitled to liquidated damages for each month the service is not ready yet.

Yes, but first fix the potholes, so people have a choice if they want/or can drive on I-25.
