It all depends on the type of disabilities that they wish to make it accessible to, I take public transportation, and it Can be very uncomfortable being on a bus with people who have clear disabilities, in particular mental illnesses

I agree and disagree due to the fact that people with disabilities will be around other people and some people don't respect people with disabilities and will mistreat them.

Yes but over a period of time. Systems need to be built and should have the opportunity to adhere to ADA compliance within a certain timeframe to allow service to start as soon as possible. ADA also needs to be revised to be better in line with current engineering and construction practices.
