For now, we need to expand drilling of oil but only until we have found a substitute for oil that makes it to where we won't need to drill anymore.

No keep it the same, only increase if it's needed, instead provide more incentives for alternative energy production. Mostly cleaner alternatives. Try to not over pollute. And over use oil. Keep the market free.

I would say to not expand any more but to not shut down current ones either. Instead, focus on a new resource while keeping the old one working until the new one is ready then start shutting down the old one. If you shut down oil drilling before having a bigger and better resource that actually works then you just put people out of jobs and money.

I believe it can be good, if done properly, just like with nuclear. We seem hear about big oil spills from one of these all the time, which can lead to you thinking that its bad, but just like Chernobyl this doesn't happen very often, although it does happen more often than nuclear.
