The real question nobody's asking: what incentive do China and Russia have to agree to this? Their modernization programs are ongoing while ours needs updating.

Can we focus on the positive here? Any dialogue about reducing nuclear weapons is good dialogue. Whether you support Trump or not, fewer nukes = better world.
