"Rare" suggests there's still something inherently wrong with choosing abortion, which continues the patriarchal control over women's decisions.
Saying "safe, legal, and rare" still implies a stigma. We should embrace abortion as a fundamental right without any caveats or apologies. It's about control over our own bodies, period.
