Putin didn't need to invade Ukraine when Trump was in office because Trump was trying to destroy NATO which served Putin well. Only when Biden strengthened NATO did Putin invade to keep Ukraine from joining.

Going into Ukraine during Trumps first admin, and him doing nothing would have been really bad politics. Since the plan was 2 consecutive terms, everything would go down in the second term, when Trump would have absolutely no political considerations and do what he felt like.
