Because there is no legitimate military reason to do it. It is a waste of manpower and supplies...both of which are in short supply around the world..

Russian staging areas, arms depots, weapons, artillery batteries, airbases and transportation routes on Russian soil are legitimate military targets especially if they are being used to attack Ukraine. Is there some peculiar reason why it’s okay for the Russians to attack any target, civilian or military, in Ukraine but for the Ukrainians targets in Russia are off limits?

Just a war of attrition on both sides. A needless waste of lives of many young men for bragging rights of some very arrogant leaders. Think about it, whats the point of this all? The US will keep sending weapons to Ukraine instead of fixing its own many problems while Russia will not back down anyways.
In a few years, all this will end with some peace treaty. What is left will be countless tombstones of wasted dreams.

We should allow the Ukrainians to use ATACMS, and all other weapons we provide, to strike Russian military targets in Russia.
Unlike the Russians, who use their precision missiles to destroy Ukrainian children’s hospitals, kindergartens, and civilian population centers.
