Yes because the population depends on authorities for clear information

Yes, but only if they falsely presented or implied qualification on the matter. The public should know better than to trust people about topics that they are known to not be knowledgeable in. Falsely presenting or implying qualification will circumvent this to some degree, with extreme consequences depending on the topic.
