Depending if they create better cars for the economy they should bring those out for those who want to help on fuel efficiency, but also give those an option to drive a car that uses gas because they pay for gas no matter what.

yes, but not by a lot, and let any 2015 or older vehicles ignore this rule so people don't have to buy new cars just for this rule if they may not be able to afford it.
