That Russia cannot be defeated on the battlefield, and throwing billions of dollars into the fight when the primary problem is one of Ukrainian manpower is a waste. Hopefully this is the first step towards a negotiated settlement. Yes, much of it will be on Russia's terms. Which is why it would have been a better idea to do it before the war started.
