It would be nice to investigate the use of the funds derived from American exploitation of Syrian oil

No you won’t. Syrian crudes r crappy quality and very tough to refine and thus they woudl be poor choice. FYI they r trucking in tankers thru the desert into Iraq where they sell it at lower pricing and use that money to train Kurdish forces who r trying to liberate area from ISIL
