People, corporations, and the government can all have impacts, however it is best to regulate impacts at the corporate and governmental levels.

People are dumb they do stupid things and when they do it nothing happens at the time, but eventually the dumb things like throwing things down or smoking will either effect the ocean or air, espically young students whi are uneducated.

Individuals are responsible to an extent but society as a whole needs to shift in a more environmentally friendly direction which requires mass cooperation and/or governmental or corporate influences.

Individual actions certainly have a measurable, and large impact on the environment. This does not retract from the importance of governmental and corporate changes to be made.
