People under 18 should not be able to. Their minds are not yet fully developed, so what makes people think that they know what's best for them? If they want to transition, fine, but do it when you know a bit more about what you really want and when your mind is mature enough to handle that sort of decision.

the whole gender swapping before 18 is really stupid to me. its giving kids the ability to change their life at age 1. i don't particularly mind the swapping, but come on.

Most trans people don't make irreversible changed until they are absolutely sure that they are trans. You need proof that you are trans to get surgeries, and most changes from Hormone Replacement Therapy (HRT) are reversable if you quit taking the medication.
