If any homeless refuse help from the government then they may go by there way but i do believe that they should not cause a disruption such as sleeping next to a donut shop and causing the owners property and interest rate to decrease. Something else that may be a problem is why would they refuse help, could they be under the influence of the possibility then they should be tested for drug use or alcohol abuse and sent to rehab or they could have mental illnesses and need psychiatric help.
