yes, but instead of a blanket limitation, restrict union involvement only in the most serious misconduct cases, maintain union bargaining power but introduce an independent oversight body to handle misconduct cases, allow union involvement but require all proceedings and agreements related to misconduct cases to be made public, implement a system where union involvement is gradually reduced based on the severity and frequency of misconduct allegations against an officer, and work with unions to jointly develop new procedures for handling misconduct cases, potentially giving them a stake in reform efforts.
