No, they should spend more money on trying to figure out how to help addiction rather than feeding them more. It also depends on the drug.

No, but people who are addicted should be given help by medical professionals.

Drug addicts should not be considered criminals. Safe Havens would treat the symptom of a disease. It would decrease overdoses, but would not stop addictions from happening. Rehab should receive more funding and education on drugs and drug abuse should be increased and expanded in high school and college curriculum.
