People who came to the country legally, and resided in the United States for a given time, do have the right to vote. However, those who came into the country illegally, that's the first crime they committed, they should not have the right to vote.

Perhaps if the foreigner has made a significant contribution to America, they could gain the right to vote. Even though they may not be a legal citizen, if for example their contribution to the community is recognized, then they should have a say on matters that affect their community.
