No, and no voter ID should be handed to them. They have a right to visit only, otherwise they need to go through the naturalization process if they want to vote.

Only naturalized US citizens should have the right to vote in federal elections. For state and local elections, they can decide this law for themselves.

Everyone who resides in the United States 18 years old and older should be able to vote including those in prisons and with prior convictions since they can be affected. All people in the United States regardless of their legal status, are allowed to get state IDs and Driver’s licenses.
