Heck no! What if another country just decides to send people over? That could interfere in elections. Either way, if they are not a citizen, why should they have a say? U.S. citizens reside in other countries, but I do not think they can vote in their elections, and it's for good reason. There are different values here than elsewhere, and respectfully, a foreigners opinion of foreign politics is exactly that, foreign. I do not tell other countries how to live their lives.

if they plan to stay in the country for the rest of their lives, then yes, but if they are coming for schooling, lets say a 4 year school here in the states, then no. If they are trying to escape a horrible life in their country, we should have shelters for them at the least, not run them out of our country afraid, hungry, and cold. The term foreigners residing in the US is too broad for this question because many kinds of foreigners could be currently residing in the US. There are permanent resident foreigners who should have the right to vote because they will be living in the US for a long period of time, there are the foreigners who have student visas, work visas and tourist visas who I think should not be allowed to vote because once their visas expire they would need to go back to their country and their vote will affect the future of the people who will be living in the US for a long time.
