If non-citizen residents can pass a civics or citizenship style test and show proof that they have paid taxes, they should be allowed to vote in any election for any level of government that levies taxes against them which have been paid.

I believe that a foreigner should be allowed to vote for people to be put in the senate, HOWEVER, not for the presidential election.

I do think they should be allowed to vote but they need to know more about them. ( Same goes for people born here )

Yes, If they have a citizenship or planning to get a green card to become a permanent resident they should. People with green cards should be able to vote only if they plan to become permanent residents.

Define foreigners. If they have immigrated legally, then they should have the rights every citizen does. If they are illegal, then they should not be able to vote.

They should take something like an intelligence test and a test about the history of our country before being able to vote.

Yes, anyone who pays taxes should be allowed to vote but there needs to be in place a system that prevents foreign powers from abusing this system.

Only if they have a green card or citizenship. I don't they should be given the right to vote if they're not a citizen because the fact that they're not citizens says a lot about them and it shows how they're not willing to become one especially if they want to vote.
