It really depends. Foreigners must have been in the country long enough to understand English and basic American Politics.

No, there is zero reason for a foreigner to have any say whatsoever in the direction of the U.S., regardless of how long they've lived here. If they want to vote, they can become a citizen. If they want to vote, but don't want to become a citizen, then why are they here?

If they are LEGAL foreigners then they should be allowed to vote, they should NOT be allowed if they are ILLEGAL.
