In January 2017, President Trump issued an executive order that would withhold federal funding from sanctuary cities. In April 2017 a federal judge ruled that Trump’s order was unconstitutional.

Yes, because these people are likely considering becoming citizens in the future and likely don't have the means to do so yet which is probably why they're staying there. However, if they don't start to work on becoming a citizen within the first 2 years, they should not be allowed to continue to stay in the city.

Sanctuary Cities should only be for migrants and refugees not for illegal immigrants.
