Have "Welfare Accountants" oversee a certain amount of cases. They determine if the person requesting welfare is eligible by a number of factors. This would get rid of people that abuse the system AND also add more jobs in service work.

Welfare should not be a permanent thing. so, if they are on it for too long, there needs to be a change. Welfare recipients (and anyone receiving money from the government, for that matter) should be tested for the presence of dugs or an alcohol problem. if they test positive, they should be provided treatment and given support. if they test positive multiple times, they should have their welfare terminated, and be given resources to help them to get a job.
