“Modify the Medicare program in conjunction with both the federal minimum wage and the social services programs currently offered, as well as the rate of inflation and unemployment rates. Expand or contract the coverages as necessary to meet the needs of those covered when the economy tanks and to have the individual cover more of their own expenses when the economy is growing.”
