“Since military tribunals prosecute all other crimes dealing with the military, sexual assault crimes should continue to be prosecuted by the military. However, there should be an effort made to increase psychological counseling for both defendant and plaintiff and to educational courses on how to treat women soldiers both in and out of combat.”
