If artifacts are significant to the upbringing of a certain location, that location has a right to ask for it to be kept on their grounds. Not all artifacts NEED to be with their homeland, but it would make it more significant if the artifact was. All stolen artifacts should be returned to homeland, and they may be transported anywhere with permission of the homeland's owner.

If artifacts are requested they should be sent back, otherwise they can be leased to western museums.
