“Reform in a manner that provides affordable care in a manner that keeps broad access to doctors - i.e., the Federal Government needs to set rates (better yet negotiate rates) that allow physicians and hospitals to make a reasonable profit. Consideration should be given to allowing medicare recipients the ability to pay supplemental premiums to support access to larger networks of physicians - i.e., Delta Dental has some coporate programs that do this now. Some dentists will only join the network for larger fees. Patients can pay a higher premium for access to a larger number of dentists. Obviously the base rates need to be sufficient to assure a minimally acceptable pool of "in-network" doctors.”
