South Dakota passed "right-to-work" laws in 1947. Right to works laws give employees the right to work without being required or compelled to join to a union. Unionized companies that exist without right-to-work laws can force employees to join a union in order to gain employment and pay union dues out of their paycheck. Measure 23 workers would allow workers to opt out of joining unions, but non-union employees could be subject to fees for representation.
