The president cannot legally authorize military force against Al-Qaeda without congressional approval, according to both the U.S. Constitution and the War Powers Resolution. However, the 2001 Authorization for Use of Military Force (AUMF), passed by Congress after the 9/11 attacks, has been broadly interpreted and used by presidents to justify military action against Al-Qaeda and "associated forces" for more than two decades.
