Yes, for most but not all drugs and retroactively reduce or elimate sentences and records for anyone currently or previously convicted of any decriminalized drug without any further inconvenience or expense to those individuals. Increase funding for addition prevention and rehab with sentencing guidelines for convictions to include rehab treatment before releasing them for any other crimes associated with their arrest. But, increase the penalties for drug dealers and the federal government needs to attack the source - i.e. set up border patrol to reduce gun trafficking into Mexico (feeding cartels guns and ammo), work with Mexico and other South American countries) to reduce or eliminate cartels making their countries safer (should also impact and reduce immigrant flight and stabilize their governments).
