Worker Democracy

You believe the people who do the work should have the power to make decisions about how their workplace is run.

Worker Democracy is a political ideology centered on the idea that workers should have direct and meaningful control over the institutions and processes that shape their working lives, particularly within the workplace and the broader economy. Rather than limiting democracy to the political sphere—such as voting for representatives in government—worker democracy extends democratic principles into the economic realm, advocating for collective decision-making by workers regarding production, management, and the distribution of resources.

The roots of worker democracy can be…   traced back to the 19th century, emerging alongside the rise of industrial capitalism and the labor movement. Early socialists, anarchists, and syndicalists argued that true freedom and equality could not be achieved without democratizing the workplace, as economic power was seen as inseparable from political power. Thinkers like Karl Marx and Rosa Luxemburg critiqued the hierarchical structure of capitalist enterprises, where owners and managers held authority over workers, and instead envisioned systems where workers collectively owned and managed enterprises.

Throughout the 20th century, worker democracy found expression in various forms, such as workers’ councils, cooperatives, and self-management experiments. The concept influenced revolutionary movements, particularly during moments of social upheaval, such as the Russian Revolution of 1917, the Spanish Revolution of 1936, and the wave of factory occupations in Italy after World War I. In these instances, workers established councils or assemblies to make decisions about production and workplace organization, often in opposition to both capitalist owners and state bureaucracies.

In the postwar era, worker democracy continued to inspire movements for workplace participation and industrial democracy, influencing the creation of worker cooperatives and participatory management models in different parts of the world. The ideology remains distinct from both state socialism, which often centralized economic control in the hands of the state, and traditional capitalism, which maintains private ownership and hierarchical management. Instead, worker democracy envisions a society where economic institutions are governed by those who work within them, aiming to align economic power with democratic values of participation, equality, and collective self-determination.
