In America, if it's a worker where I'm doing business/shopping, it's frustrating. If outside that scenario, or in another country - doesn't bother me in the least.

In America, there is a freedom of not only speech but also an implied freedom to speak any language you would like to. The question does not imply whether or not the person speaking the other language is speaking directly to the person, so there is a likelihood that they can speak a little English. So, being bothered by simply hearing someone speak another language is inherently unnecessary.
people may not have the opportunity to learn another language and today we have technology to communicate with everyone.

If they are communicating with another worker and speak English to you I don't understand being frustrated, they are probably frustrated they have to speak English to work but at the end of the day you only have that interaction once.

This is America, the land of the free. Therefore, people have the freedom to speak the language they are most comfortable with.
