We need a law that no secret activities will be undertaken, that if theoretically reveled in the future, would bring shame on the agencies, the American government or the American public, and insures actions are consistent with the best expectations of the American people. And there must be a commission that reviews all activities no mater how far up, and possibly requires operation initiation permissions, and oversight, rather than just review, if review proves to be inadequate. Also has power to discipline, including criminal charges. The importance of secrecy should not protect one from prosecution.
