Foreign aid mostly goes to U.S workers serving in conflict or poverty ridden countries ensuring the return of almost 90% of the aid back to the U.S. Thus foreign spending is at present, mostly used as a political means to pacify the world of it's stance as a nation builder. This phantom technique causes no benefit at large for anyone.
