But the wealth taxes should limit the total wealth of the wealthy after all other expenses and donations have been deducted (so that a person can still make and spend or donate as much as they want too) but at the end of the day, no citizen should be allowed to hoard an amount of wealth that it would be impossible for every other citizen to achieve.
