It depends if the pandemic is over. If it is not over, I don't think its a good idea to open all schools for in-person.

Yes, but only if the school plans everything in an orderly and safe fashion, also force all people to wear masks when they are near other people at all times except small mask breaks where the student asking for it goes into a hallway for a few seconds.
