Being a foreigner i believe that if you pay taxes and have been living he for more then 5- 10 years and are planning to stay here for longer, and you came here legally and you for some reason can't become a citizen you should still be able to vote for a representative.

I think that they should be tested. There should be a fake candidate who ideas are rediculous yet would be beneficial to spies trying to ruin the U.S. Then anyone who votes for that fake candidate should be perminately banned from voting as the only reason people would vote for the candidate is that they want to sabatage the U.S
