Yes, but with severe restrictions on the ability of the officer or department to access the footage; it should also be completely illegal to use it for surveillance purposes (face recognition/database, for example)

Yes, and require that the Officer's be immediately terminated if they purposefully shut their body camera off for any reason.

Yrs, but all cameras must be forced to be on 24/7, footage must be made available for a civilian body to review for misconduct, & footage can not be edited by departments before being released.

Yes and there should be harsh penalties for turning off the body camera during any interaction with the public at any point in time and for any reason. All body camera footage should be subject to local nonpartisan community groups for independent audit.
