There is no single institution or thing that is responsible; it's not like we can just demolish one building or fire one politician or anything. There are numerous political, economic, and even cultural aspects that all play an interconnected role in maintaining and perpetuating systemic racism (as well as other forms of disparity). Everything from capitalism, modern policing, gerrymandering, even just blatant white supremacy that still exists, etc. all work together in upholding each other's unjust systems. Each root will have to be torn out, and replaced if need be, which will each have its own means of dismantling; some are more organizational, some are going to need massive legal overhaul, some will require years of education, etc. The problem right now is that most of those in power refuse to even address it as an existing issue in the first place, or worse, are defending its existence...
