It's more explicit language than he's ever used. Strange culmination of France fusing together with the historically rabid anti-Russia countries like Poland and Baltic states.
Apparently the idea is that these interventions would be organized bilaterally/multilaterally between France and other participating countries, outside any formal NATO framework. The idea has been floated in French media before, but this is it's most explicit promotion by Macron.
So what's plausible is that France could form a multi-lateral force with some combination of Poland, Czechia, Romania, Bulgaria, the Baltic states etc., along with perhaps the UK. At which point the US effectively becomes operationally involved whether it "wants" to be or not
