I think that yes this is the ideal situation, that parents these days would hopefully be able to raise their kids to be decent human beings and not racist, but that isn't always the case. Also don't like the term color blind, it sends the wrong message. Kids should see that people are different colors and races and be able to appreciate and treat everyone the same regardless. Being color blind makes it sound like there's something wrong with being a certain color, I don't know it doesn't sit right with me. Anyways, not all parents are decent people who arent racist, so there should be some form of critical race theory being taught in school in most grades.
