Should non-residents be allowed to serve as trustees of the University of Wyoming?

The 2014 Wyoming Nonresidential Trustees Amendment would allow 20% of all trustees from the state of Wyoming to be nonresidents of the state. Supporters argue that the state constitution unfairly bans alumni of the University who live out of state to be appointed to the board of trustees.
