“Only if a state requires that all citizens have a photo ID, not just licensed vehicle drivers. I think it is important that States have a ID number and finger print match linked with the social security administration, this way, it would also be more difficult to use another persons SS #. I believe when a person dies, the state require a fingerprint be matched to make it more difficult to use a dead persons SS#.”
