The Safe, Clean, and Reliable Drinking Water Supply Act would allow California to borrow $11.1B (27% towards water storage, 20% towards sustainability, 15% towards ecosystem and watershed restoration, 11% towards water recycling and treatment facilities, 13% towards water management, 9% towards groundwater protection and cleanup, and 4% towards drought relief and safe drinking water). The bond would be funded by California taxpayers through the state's general fund.
