Yes, the punishment for illegal immigration should be execution.
A one week amnesty chance where they will simply be deported to their country of origin first. Should they not take this benevolent opportunity, a few executions to show we're serious should be enough to convince most to leave of their own accord. Exceptions for victims of human trafficking, where deportation is acceptable.

If someone commits a crime which falls under State jurisdiction due to it's nature, then it should be handled by the State. If it is a federal crime, then it should be prosecuted by the federal government. But a persons immigration status, while it can be a federal offense, should have no impact on the fair trial or treatment of the accused simply.

Yes, local law enforcement should be allowed to transfer immigrants to federal immigration authorities no matter what crime if they were found to be illegal
