In 2006, the U.S. Senate rejected a Constitutional Amendment which would have allowed Congress to pass legislation prohibiting the burning or desecration of the U.S. flag. The Flag Protection Act of 2005 was introduced by Senators Bob Bennett (R-Utah), Hillary Clinton (D-NY), Barbara Boxer (D-CA), Mark Pryor (D-ARK) and Thomas Carper (D-Del).
