“This should be a localized district issue and should only be allowed during a temporary police lockdown of an area such as in the event of a robbery. The requirements for a lockdown must be very difficult to fulfill. And frisking should only be allowed for searching for stolen items or weapons implicated in a murder, not normal weapons.”
