Question 2 would allow the state board of education to open up to 12 new charter schools every year. If the Board receives more than 12 applications in a single year from qualified applicants, priority would be given to underperforming school districts where assessment is in the bottom 25% of all districts in the previous two years and where demonstrated parent demand for additional public school options is greatest.  See recent Question 2 news
