Marijuana sold under the act would be subject to a 15% sales tax which would be distributed to teen drug prevention programs and law enforcement training. Proponents of the proposition include the California Democratic Primary, the ACLU of California and Lieutenant Governor Gavin Newsome. Opponents of the proposition include Purdue Pharma (the manufacturer or OxyContin,) Abbot Laboratories (maker of the opiod Vicodi) and their Super PAC Project SAM (founded by Kevin Sabet, David Frum and Patrick Kennedy).
